    Runs to explore background.
    Run 1301/20301 -- empty target, 2 uA, beam 2 mm down in Y.
    Run 1302/20302 -- carbon target, 2 uA, leave beam at -2 mm Y
    1303/20303 - junk.
    Run 1304/20304 -- carbon target, 2 uA, now go to +2 mm Y.
    Next we put in the 3 foil carbon target. Beam Y position will return to center.
    Rates: T1 = 9.6 kHz, T2 = 68, T3 = 470, T4 = 24. for 2 uA.
    Run 1305/20305 -- 3 foil carbon target, Y = 0.
    NOTE: We observe on the camera view that the beam is very near
    the bottom of the target, scraping or nearly scraping the frame.

    Some of the Start_run or End_run halog entries may have wrong target info.
