With the IHWP flip to out, Hall C had a very large charge asymmetry of approx -1250 ppm.

I reset the C IA setpoint a couple of times during run 2554.  For now, I have left it at 7.090.

IHWP = OUT
RHWP = 2250
POS = 3.496
NEG = 8.297
C IA = 7.090

The Hall A IA is still having to work pretty hard to null our asymmetry (7.5 V).  We'll leave it as it is for now.
