Melissa and I set up some high-rate triggers on the Left/Right HRS. For both we used the "OR" 
of s2m (so just the s2m logic signal). Here are the results.

LHRS: ~ 300 Hz with ROC3/4/5 Happex, TS Scaler
Buffering: DT = 2-3%
W/O Buffering DT = 4-5%

RHRS: ~ 1 kHz with ROC 1/2/6 Happex, TS Scaler
Buffering: DT = 5-6%
W/O Buffering DT = 11-12%

Each point was also added into Ryan's DT model. The plots are attached. The points agree with 
the model prediction.

It would be nice to try and get a little higher rate on the LHRS, so we'll see what we can do.
