I fixed the problem with the RHRS RT module. The RT signal goes through a
bunch of cable delay before going to the RT module. To make sure we're
getting standard NIM pulses all the time I ran the delayed RT signal
through a discriminator before sending it to the RT module. I believe
that threshold was set too high on this discriminator and because of the
angled shape of the RT pulse going into the module it would only
sometimes send an RT signal to the RT module.

I've lowered the threshold on the discriminator and checked the replay of
a few runs and the problem seems to be fixed. I'll keep an eye on it still.
