T2 (efficiency) trigger on the RHRS is reporting a very high rate to the
scalers. If you calculate the effienciency with this T2 rate, you get a
trigger efficiency on the order of 50%. 

I think this might be down to a cable problem with the MLU which creates
the trigger. The T1 rate does not seem to be affected (T1 and T3 rates
are similar).
