    keyword=Update the 3rd arm start-of-run and end-of-run scripts

    I updated the 3rd arm CODA scripts to keep them recording as many information as what we used for HRS DAQ. 40312-40317 are using to test the scripts, they are taking with ~1kHz pulse trigger.
