Continuing the saga of the T2 trigger...

Last night Ryan and I checked the timing again for T2. We found that the
GC "or" was coming after the strobe signal.  The GC logic signal was
going through a programmable delay module before going to the MLU.  We
removed most of the delay from the GC signal, so that it would come ~14ns
before the strobe.

After communicating with Bob, he suggested that the logic signals should
come at least 20ns before the strobe.  This afternoon I removed the rest
of the delay from the GC logic signal (by bypassing the delay module
altogether) so that the GC signal now comes ~40ns before the strobe.

We will continue to monitor the T2 rate when we get beam again.
