Abstract for JLAB Technical Note 01-007

This letter of intent discusses the physics motivations to measure the charm photoproduction close to the threshold and possible experiments on this subject with the 12 GeV electron beam at Thomas Jefferson National Accelerator Facility. This program is a part of the proposal for the energy upgrade at TJNAF continuous electron beam accelerator to 12 GeV.
