Main subject: Funding Outside the "Project(s)"

Re the "Research Management Plan (RMP)", although it was 
"just a draft", it has been approved (ACCEPTED) by DOE and they have a copy.

Kees discusses some of its implications:
The RMP itself is rether vague about the actual responsibilities of 
the various University groups. We need to, at least among ourselves, 
clarify those.

There's a fine line in communications with DOE (or NSF).
No group can now go to DOE or NSF and ask for more funding because of 
SBS.
However, you can use SBS as a reason to not have present levels of 
funding cut.

We made an informal list of Collaborators in the US.

John Annand plans to submit a proposal by March.

JJL was tasked with shaking a few trees to find out what the status of the PMP is.
JJL also got the job of writing up these minutes.
