Discussion of new proposal from Xiaodong Jiang, Andrew Puckett, and Nilanga
Liyanage, PR12-14-008.  The proposal was received by the CC with a request for
collaboration support.

Gordon expresses concerns on accepting new experiments to the collaboration
arbitrarily.  It is noted that the charter needs to be ammended to include
a review process and at present any approved experiment automatically joins
the collaboration.
