Gabriel - 	Status Report of SBS ECAL PMT Testing at JMU

			- JMU PMT testing facility and the test setup
			- Early results of the PMT tests with various light levels
			- Quantum efficiency measurements and difficulties
			- Future plans:
			  - Retooling, ramping up for ECAL testing
			  - Complete patch panel by end of February 2016
			  - Verify the relative QE measuring scheme
			  - Start large scale PMT testing 
			  - Arrange a delivery/pick-up schedule for PMTs
