Jack fixed a bad cable that was providing the gate for the TDC in
roc1 slot 21. No extra or missing gates now. Except, in roc2 there
is noise as usual. The noise mostly shows up on slot 4. But this has
been with us since the beginning of Jan. It substantially disappears when
we close the spectrometer shield hut doors. When the doors are open
you must use 'unbuff' mode. Details how to diagnose this stuff is
in ~adaq/synch/README.
