    The numbers given to me by the survey guys are 7/5/01 are:

    J: -.019 -.846 1.82

    Where E,F are the top monuments (He cell pos) and I, J are the bottom
    monuments (Ref Cell Pos), with E and I downstream and F and J upstream.

    These numbers are the distances the target would have to move to be in their
    defined positions.

    I adjusted the vertical positions, moving the He cell up by 1.895 mm and the
    ref cell up by 1.495 mm (from their previous positions).
