    at end of test, we go from 25% fan to 20% fan (47.7 Hz)
    and PID output goes from 70 W to ~ 290 - 330 W, so the
    5% change makes a 220 - 260 W difference.
    JP thinks this is an inordinate amount of power dumped into the
    LD2 target, and maybe indicative of fan problems to follow. He suggests
    we run at reduced frequency, like 20%.
