This entry is a followup to: 150331

 As per Stanley's Shift Summary, the software in the septum IOC has been 
changed such that the septum will not be set by the 
"P0" for that spectrometer, but instead must be set by hand. 

This is to avoid problems since we are running the septa higher than
the nominal P0 (partly to cleverly, by accident, compensate for the
sweeper magnet field), so if one justs resets the HRS magnets 
after, say, an IOC reboot, setting via the P0 would not go to 
the wrong value.
