Summary of "local phase trombone" test:

13:00   Turned off feedback and dithering, took baseline PZT scan 
        and spot++. Removed target.
13:27   Asked MCC to load new optics (includes all-save, zero-pause
        orbit measurements, and resteer with new optics).
13:36   MCC done loading new optics.
        - spot++ looks fine.
        - Compton background is still on order 10-20, but with cavity
          coincidence=0 (though individual rates are 200-300).
        - measured phase advance, looks great.
        - took pzt scan, slopes did not change noticibly
        - took 15 minute run to examine position differences 
          and position difference jitter.  Jitter expanded
          significantly in some cases, and mean value got 
          much larger as well. Results didn't look good.
14:10   Moved target back in. 
14:15   Decided to back out of optics change.
14:20   Done, resume production with old optics
