After looking at the Compton more closely, I thought that maybe the problem was a DAQ issue.  Sure enough, when I went to the back room ROC 2 was not reporting status.  I did a CODA reboot, and I believe things are fine again.  The green signal is no longer around 120 Hz/uA when the cavity is not on.  I let MCC know so that they wouldn't try to retune the beam.
