I adjusted the IAslope parameter to 400 & -400 for IHWP OUT & IN.
B. Moffit explained to me that it would have worked if I had restarted
everything, so if you start HAPPEX feedback from scratch it "should"
work.  Instructions are linked from shift_info page.
