    This state (-1) in the scalers is cleared by power cycling TS12 crate for the BigBite scaler and TS11 crate for the L-HRS scalers. Sometimes they need to be power cycled twice to really clear all the scalers from bad(-1) state,

    TS12 can be power cycled from the http://hareboot30 and TS11 from HALL-A tools window( crate reset on the top right corner).
