Changes to 20090401/db_cratemap.dat (since the configuration was probably just copied over from the e04007 DB).

  o added crate 8 (from 20090324/db_cratemap.dat)
  o added the two 1877s (slot 14 and 15)
  o added additional 1877s to crate 10  (from 20090324/db_cratemap.dat)
  o brought up to date the 3800s in crate 11 and 12 (830s in 12 are
treated as 3800s)

Still working on the ts_scaler for the bigbite scalers (removed the one in the first slot... and added two 830s in the last couple slots).
