During the Controlled Access, Miha and I changed the ribbon cable for the
first 16 normalization channels. After I did this, the first four scaler
slots appeared to be working. The scalers in the last slot where not
counting correctly. I reseated the connector for this last slot and the
rates returned to normal. I waited several minutes to make sure that the
rates were stable. The fast clock in channel 8, which also goes to the
Happex crate is now counting normal for all helicity-target spin states.

I did notice for the copy of T3 in channel 24 that the rates were higher
for the ungated scaler. I moved this signal to channel 20 and it looked
fine in this channel. A cursory view of the scalers indicate that the
rates look reasonable. We still need to write code to make consistency
checks throughout the run, but I believe all major issues are now resolved
for the R-HRS scalers.
