I have added the redundant copy of the L-HRS main triggers T3 and T4
into the end-of-run scaler display for the R-HRS. I have added two new
sections below the R-HRS scaler summary as follows:

TRIGGER RATES (Unprescaled LHRS T3 and T4):

In case there is a problem and you need to back out of this change, I
saved the original halla_scaler_process.tcl file under ~adev/scripts/vince/halla_scaler_process_org.tcl

If I get a chance, I will attempt to import the L-HRS prescale factors for these triggers, but that might be more trouble than it is worth.
