Similar to what I did for the R-HRS end-of-run file, I added the T1 and T2
redundant scalers for the left HRS end-of-run file. This should begin
with run 1426.

If these changes need to be backed out of a copy of the original
halla_scaler_process.tcl can be found under
~a-onl/scripts/vince/halla_scaler_process_org.tcl
