After talking to Jack ...

It may be worth moving to another slot in case a data line is
broken on the back plane for slot 13. I could almost tell you
which line (bit) from the data.

It is a known eccentricity of the prescale registers that they
must be first set to zero after power-up, otherwise they are 1.
The software does this, of course.

Hence, if a data line is discontinuous that would explain it.

I can try another slot on next access if the experiment wants.
