Dave Meekins completed cryo-targte cool-down. Loop 3 is now 19K LH2, at
30 psia. Lop2 will be for D2 and Loop 1 is for Helium.
With about 12.6 g/s, fan speed of 24 Hz, HP heater is ~340 Watts.
