    Followups:

    keyword=Low beam cut lowered for 80uA running

    Low beam cut was changed to 16000 (from 20000) to make sure that 80uA running 
will be ok.  This should be moved back up when we return to 100uA running 
(~/db/cuts/happex3_oversample2.cuts)
