    For the past few runs, it seems that some fraction of the events, approaching 
    15%, was being cut due to "beam burps" which were only 3-sigma or so. This is 
    way too close a limit, and we need to open this up. 
    
    So, I did.  I doubled the burp cut in happex3_oversample1.cuts.  This should 
    maybe be brought back down when the bcm width becomes  reasonable.  10 sigma is 
    usually good, right now it is 6 sigma, but this can be tweaked later off line.  
    I didn't go back to recent runs and postdate this addition.
    
    I also added a line in happex_lite to show the fraction lost to beam burp.
