Some major progress today, with the improvement of the logic module and
the latest firmware, ARS seems to behave correctly, no empty FIFO
messages and data don't shift. There are still a few spurious events from
time to time which might be cleaned up when I put back the validation
since timing should be fine with the E10 firmware version.

The logic module

Issue to be addressed :
ROC18 TI board check/setup : I did not manage to read this crate out but
that could have been due to developement on the trigger VME interface
VME trigger interface : seems to still hang, I might try to borrow a
minicrate to make sure that this is not a problem with the crate since
this crate had a power supply failure.

Trigger module and on board scaler cannot be read out without this board
working.

The external scaler output give a good idea of the dead time now, though
it is still being checked by Charles.

We will take data with ARS triggered by HRS only in the lower rate
kinematics while cross checking the trigger at the same time and we will
move back to higher rate kinematics when the trigger is fully
operational/understood.
