My attempted temp. soln. didn't help.  Still no halog end-run entries
for many runs.  (Inconvenient but not the end of the world.)

At least I can say that $epicsfile is not created by epicsRunEnd,
but from home I cannot tell why.  E.g. in ~/epics/runfiles
you'll see End_of_Run_1252.epics but not End_of_Run_1255.epics.
I think in Dec the symptom was these files would exist but be 
truncated.  Now they sometimes don't even exist.

A qualified person sitting at adaql2 should put "echo" statements 
everywhere (keeping the old script first) and find out where it's
dying.  Might be a bogus run number, or some other process killing it,
or who knows, but it's different from the symptom on Dec 1.  I cannot
figure it out from home.
