I updated the crl codes for ROC 8 and 9 to read out the correct channel
for the fast clock in the 1151 scalers.  This involved changing the 
following line:

time2 = getCHCLOCK(1);

to 

time2 = getCHCLOCK(0);

since the fast clock is connected to the first scaler channel (index 0).

I followed Larry's changelog prescription at

The changes will be picked up on the next download of ROCs 8 and 9.
