This entry is a followup to: 374036

I haven't really understood this yet, but there appears to be
no halog end-run entry for run 23295, but the files (.dat.0 and .dat.1)
exist and are in MSS.  There are two end-run entries for run 23296.
I'm tempted to guess that the 1st entry for 23296 is actually 23295,
but that's not clear, because in the scaler history file there is
indeed an entry for run 23295 at 20:22, as well as two entries for
run 23296, one at 20:34 and one at 20:47.  The two entries for run
23296 in the scaler history file are consistent with the halog end-run
entries (same counts in scalers).  

Meanwhile runs 23294 and run 23297, which border this period, look
completely normal and consistent.

What happened here, I can't tell yet.  It raises a concern about
the end-run scripts and possible timing problems.
