During access to swap the broken HV crate on L-arm, I increased
the coincidence window from 52 to 84 nsec. (L-arm width 52, R-arm
width 42, min overlap 5, so 52+42-10 = 84). Also, the portserver was
fine. It had turned off when the HV tripped off a circuit breaker.
