keyword=hv crate failure and widening tc gate

The HV crate on the left arm tripped of the circuit breakers for the rack, which also took the port server. When Bob Michaels and I reset the breaker, the HV arced (we could see a large, visible flash). We paged Jack Segal who told us where to get a spare crate which Brian Raue and I swapped in.

Bob Michaels simultaneously widened the coincidence gate to about 86 ns to be sure we are not cutting any kaons (rates are very low, so we can afford this).
After coming out of the Hall, we now see a problem with the vme crate with the left arm scalers in it.
