    No rates changed during this scan, which was done without water.
    Because of this, and the fact that there is a rate diff between with
    and without water at (0,0) we think that we are well centered. This is
    further supported by the fact that BPMs and HARPS agree.

    We cannot steer the beam more than the range -1.4 to +2.0 mm, to
    find the posts. One worry: there are some peaks in Y-tgt in L-arm
    (but not R-arm) without water falling. Wendy Hinton et.al. investigating.
