After rebooting the IOC, only the brake light was on in the LIFTER STATUS area of the screen. I tried to move the target and the error light came on. Mark Jones remembered a comment from Dave Meekins that after a reboot on target motion, we needed to hit "Clear Selected Record". We did and the motion is fine.
