This entry is a followup to: 111824

According to Steve Wood, the probable reason for the log entry
delays is an NFS problem.  This is consistent with what I saw,
though it is confusing.  When I did 'ls' in the temporary html
directory http://www.jlab.org/~adaq/halog/tmp_html I saw no files.
Then I did a test entry (111824) and then these files showed up.
Actually they were always there but adaql1 did not see them, and
adaql1 is the computer that transfers files from tmp_html to halog.

This isn't certain, but the solutions are: 1) Make an halog entry
by hand from time to time, from adaql1; and 2) I have added a few
lines to the scripts halogentry.file which handles start-run and
end-run.  These are same lines I saw in Hall C's version of the
script (which was why I called Steve) and is Steve's solution.
