22:27, after starting run 2198, asked MCC if they could reduce
width seen on OTR; values are same as before cooling shutdown

Operator volonteered to call optics expert for advice.
NOTE: OTR is right after HARP, but does not necessarily give
same reading, needs to be cross calibrated; Operator changed
a filter, which changed the readings from 0.21/0.33 to 0.13/0.22
without changes to the beam.
With the current settings, used for 60 uA beam on Waterfall target,
we get the following corresponding values:
OTR sigma x/y Harp sigma x/y
0.125 / 0.220 0.145 / 0.030
(yes, y is a factor of 7 different)
~22:48 Noticed that left septum magnet was not at full current
as requested (readback was ~178 A) ; stopped run;
reentered curent value; now PS current is 182.5,
Magnet current is 183.5 A.
