    keyword=target ioc reboot and fan speed at 72 Hz

    rebooted target ioc before at the end of run 1573 since could not control J-T valve.

    Then rebooted again after run 1576 since the fan controller does not response. However after reboot still could not change back to 60 Hz.
    Fan speed is still at 72 Hz.
