Target ESR screen flatlined.  Rebooted IOC.  While rebooting, the
Loop2 temperature dropped to about 17.1 K.  At the time, we could not get the auxilary heater to turn on to keep the target warm.  When the IOC came back, the temperature returned to normal.  I paged Kathy, and
she suggested to test the auxiliary heater by doing another reboot.  
The first time we rebooted the IOC, we did not turn the voltage up 
high enough.  This time with the appropriate voltage the auxiliary 
heater worked fine.
