I moved the Hall C IA system waveplate (using picomotor S1) to 
increase their gain.  They should still be able to run 70 uA (their
requested current for the program tonight).  

The IA cell slope is now roughly -1800 ppm/Volt.  I've updated 
the panFFB.db.  I also updated rough guesses into the flipper files.
Those will require further attention once beam returns.
