Beam returns.  During run 2851, I made a PITA adjustment to roughly zero Aq:

IHWP = IN, RHWP=3650, PC Pos = 3.023, PC Neg = 9.274

I got this in before Hall C turned on.  Hall C is now on, and
their charge asymmetry is within reach of the IA.

Suitable changes have been made in the flipper file, but someone 
may want to update the IA values after a couple of runs.
