This entry is a followup to: 128852

Forgot to note: the previous entry discussed Run 2941, and the Hall C IA cell 
did not appear to rail in other runs.

And to answer my question: the Hall C automatic feedback routine does forbid 
any changed beyond 9.9, so it was railed, as far as our own software goes.  We 
should change that if its easy and get the last 200 ppm of dynamic range back.

Hopefully, we'll have a better solution for this soon.
