    Since Hall C came back on, we needed to remeasure the IA slope (because some 
hardware changes were made - see elog #1225349).

The IA slope was measured to be -2650 ppm/DAC V during Run 2996.  I put this 
slope into the feedback database file and also set the IA to the appropriate 
value in order to zero the Hall C Aq (and put this number in IHWP.OUT).  
Production data should be ok now.
