    After rebooting iocha16 and cycling Q2 and Q3 right arm is in a good state.
    That would be good to know to which portserver iocha16 is associated to check what is going on during reboot. It looks like iocha16 came back after the second reboot or maybe it just take a long time.
    Run 4546 after event 40000 will have correct right arm data.
