keyword=pulser checks of ctime, adjust T1

Call condition "R-slow" = R-arm is 1.35 GeV proton and
"L-slow" = L-arm is 980 MeV proton. (The other HRS is electron.)
These are simulated with delays on pulser.
For R-slow we saw peaks at

    ctimel 1606 channels (1 chan = 50 psec = 0.05 nsec)
    ctimer 1360

Add 58 nsec to the L-arm to achieve L-slow. See

    ctimel 428 (ok, as expected)
    ctimer 2581 (ok, as expected).

In addition, T1 was delayed 30 nsec going into overlap circuit,
but this does not affect ctime*. Indeed it affects only the
range of overlaps relative to true (i.e. how centered the trues
are against overlaps), while T5 timing will remain determined
    by T3 for "L-slow" setup.

So, to put ctimel and ctimer into the middle of TDC range, I
want to add 80 nsec to L-arm stop and subtract 24 nsec from
R-arm stop. I'll explain how later.

    ctimel 2034 (as expected)
    ctimer 2115 (as expected)

At this point we finish the controlled access to take beam again.
This should fix the problems with ctime*.
