The target high power heater went to 0 when the beam came back after a trip and 
stayed near zero for less than a minute.  The temperature and pressure spiked, 
bringing the pressure over 230 psi.  Before the trip, the HPH was putting out 
90-100 watts.  It is now putting out about 50 watts, even though we are at the 
same beam current (35 uA).  It is not clear what caused this change.

CHL flow has also been behaving strangely.  It sometimes rises for no apparent 
reason.  I have closed the valve to 66.8 to ensure we don't draw too much from 
CHL.
