Rebooted HAPPEX DAQ iocs:

Run 4312 ended on a daq failure.  ROC25 and ROC26 were both unavailable to 
CODA, which had stopped counting events.  The simultaneous problems in both HRS 
suggested a network problem.  With the idea that this may have been a 
transitory network failure, a restart of coda and reboot of each ROC was 
attempted.  ROC25 and ROC26 hung up on network start.  We were also unable to 
ping other iocs in the hall, associated with the spectrometer DAQ.

Following posted instructions, we rebooted the network switch. 

ROC25 and ROC26 rebooted when the network problem was cleared. A restart of the 
Greenmonster utility was difficult, as it could not connect to sockets in both 
the Counting House and the Injector.  No idea why this should be so, given that 
these are not connected to the network switch in question, but anyway, rebooted 
those iocs again.  Then everything was OK.

we kcoda'd again and coldstarted the HAPPEX DAQ.
