During run 5029, ROC23 was not responding.  We killed the CODA processes and 
restarted them, but ROC23 still did not connect.
We rebooted each of the ROCs from the command prompt, but ROC23
would not give a command prompt that we could use to reboot it.
We rebooted the crate halladaq6 from the front panel reset button
on the crate (holding it for about 5 seconds).

We then downloaded the configuration and tried to begin run 5030,
but no events were accepted.

We killed CODA, rebooted all the ROCs from the command prompt,
and restarted everything.
Run 5031 was able to start correctly and take events.
