    Dipole scan, going DOWN in momentum. This will map out the
    inelastics. We need these data for our rescattering model.

    The "dipole detune algorithm" is to change P0, then put the
    quads back to the normal current by hand. Later I realized
    this was the wrong thing to do for this kind of scan (I don't
    know what's wrong with me, I must be tired) so we did or
    repeated a few runs with quads tracking with P0. Probably
    doesn't matter much.

    Fig 1 shows the momentum spectrum for the overlapping runs.
    The way this was plotted: the normalization of adjacent runs
    was adjusted so that they smoothly joined where they overlapped.
    Since we marched in 4% steps, each pair of runs overlapped.
    I think one can see the delta resonance (its at the right place)
    and there's not much else. The elastic peak is suppressed here.
