I modified the dithering parameters to try to make the most of the dithering 
cycles.  First, the ticks per step from 18->24, which should provide more data 
in each dither cycle (though fewer total cycles, and possibly more cycles 
corrupted by beam trips or such).

I modified the amplitudes as well:

I updated these defaults in the BMW code, so they should be robust over IOC 
reboots.

Figure 1 below shows the amplitudes seen from this configuration, tested at the 
end of 5772 and implemented from then on.
